The SKPA-2 Programme - July 2022 – June 2025.

The SKPA-2 Programme is a Global Fund Multi-country grant that aims to promote a catalytic approach to steering countries towards sustainability in HIV services. The grant builds on the SKPA-1 Programme, existing Global Fund-supported programmes in the country and multi-country grants for key populations to provide the strategic, programmatic, and financial environment for countries under transition from Global Fund support.

The SKPA-2 Programme Objectives are:

Objective 1: Accelerating financial sustainability
Objective 2: Improving strategic information
Objective 3: Promoting programmatic sustainability
Objective 4: Removing human rights barriers to accessing services

A sophisticated approach is needed to achieve financial sustainability and address the human rights and gender-related barriers impeding the uptake of key population HIV services in SKPA-2 countries. The SKPA-2 programme will work with multiple partners to achieve their goals: the Burnet Institute will conduct the Optima resource optimisation modelling, and ACHIEVE, a regional financial sustainability partner will support a dedicated financial sustainability advisor to be embedded within the Ministry of Health. APCOM will use its expertise and draw on a new partner network, ICWAP, to strengthen the knowledge and capacity of key population groups and HCWs with the help of a dedicated Human rights and gender expert while equipping them with state-of-the-art guidance around human rights in HIV services.
