Communications Strategy on Abortion 2024 – 2028
FPA together with Publicis is in the process of developing a five-year communication strategy on abortion aimed to increase awareness and understanding of the various aspects surrounding abortion, including legal, medical, social, and ethical considerations. This will be a comprehensive approach to increase awareness around the topic, foster informed discussions, and support individuals and communities in making well-informed decisions regarding their reproductive health. The strategy will focus on promoting accurate and reliable information, reducing stigma, and fostering open dialogue on this sensitive issue.
This strategy will be utilized to advocate for positive policies and budgets for access to abortion; ensure marginalized women and girls have a stronger voice around abortion and increase the number of activists mobilized to campaign for equal access to abortion/ family planning. The primary target groups will be youth, marginalized women and girls, and activists.
SOGIE (sexual orientation and gender identity and expression)
Sensitize policy and decision makers to reduce stigma, discrimination, and enhance equal access to services for all sexual minorities /communities.
The current Penal Code in Sri Lanka, section 365 and 365A are used to criminalise homosexuality in Sri Lanka and we are advocating for this law to be repealed.

The CAAPP Project is conducted as a part of the Solidarity Fund for Innovative Projects (FSPI) with the aim of promoting inclusion and empowerment of women and young girls through better access to menstrual hygiene in Sri Lanka. The FSPI enables the French embassies to carry out innovative, high-impact and high-visibility actions for the benefit of the local community. Improving menstrual health and hygiene; ending menstrual stigma and discrimination; realizing human rights to water and sanitation; addressing the lack of adequate WASH facilities in schools; and changing societal perceptions of menstruation and womanhood.
FPA is collaborating with Hashtag Generation to develop a trilingual lexicon of keywords pertaining to sexual and reproductive health and rights. This also includes Singlish and Tanglish (phonetic spelling of Sinhala and Tamil in English text). This lexicon would be developed continuously throughout the social media monitoring period and will be made available by the end of the project period.
Using this trilingual lexicon, a 3-month social media analysis exercise would span across Facebook, YouTube, and TikTok. The trilingual lexicon would be utilised to locate relevant content which includes unique post/videos, comments as well as Profiles, pages, groups, and channels which regularly disseminate positive and negative narratives regarding SRHR. Following a preliminary sentiment analysis to identify the specific narratives which populate social media, their prevalence, and to particularly flag negative and misleading narratives that affect equitable and informed access to sexual and reproductive health services, there will be report compiled including the data analysis and notable trends observed during the monitoring period. This brief would serve as a baseline assessment, particularly of narratives around SRHR in the digital space.
