Director- Human Capital Development

The Role

Reporting directly to the Executive Director, you will drive the overarching people, culture, and organizational capability agenda, aligning workforce strategy with FPASL’s mission, values, and long-term priorities.

Key Responsibilities

  • Strategic Leadership: Align human capital strategy with institutional priorities, legal obligations, and safeguarding standards.

  • Organizational Design & Culture: Strengthen structures, role clarity, performance management, and lead gender-responsive culture initiatives.

  • Talent & Succession: Oversee workforce planning, leadership development, coaching, and succession frameworks.

  • Governance & Compliance: Ensure full compliance with Sri Lankan labor laws, statutory requirements, and ethical employee relations.

Key Requirements

Education: Master’s Degree in HR, Organizational Development, Business Administration, Psychology, or related field (Mandatory). Professional qualifications (CIPM, CIPD, SHRM) are an asset.

Experience: Minimum 12 years of progressive HR/OD experience, including substantial senior leadership experience.

Skills: Expertise in organizational transformation, Sri Lankan labor law, workforce analytics, coaching, and gender-responsive practice. Rights-based/SRHR exposure is a distinct advantage.

Location: FPA Sri Lanka HQ, Colombo (with occasional travel to the Service Delivery Points).
