Monitoring & Evaluation Officer (IPPF Projects)

We are looking for a motivated and dynamic Monitoring & Evaluation (M&E) Officer with relevant qualifications and experience in monitoring and evaluating development interventions to support the implementation of M&E frameworks for IPPF-funded projects. The selected candidate will play a crucial role in assessing project results, ensuring accountability, facilitating organizational learning and contributing to evidence-based decision-making.

These projects focus on enhancing Sexual and Reproductive Health (SRH) among Sex Workers, Transgender Persons, Under-Served Communities, Women, and Young Persons. They aim to improve access to comprehensive SRH information, education, and services, including family planning, well-women services, gynecological care, antenatal and postnatal care, as well as services related to sexually transmitted infections (STIs), including HIV. Additionally, the projects provide specialized counseling services to support the well-being of these communities.

Key Responsibilities:

  1. Design and implement a monitoring and evaluation framework for the project, including development of tools and systems for data collection, analysis and reporting in line with the Monitoring and Evaluation Policy and Monitoring and Evaluation Standard Operational Procedure Manual of the Family Planning Association of Sri Lanka.

  2. Develop and implement a plan for data quality assurance, including regular monitoring of data collection processes, data management, and data analysis including maintenance of Monitoring and Evaluation Information Management System (MEIMS) and D2D Care Mobile Application.

  3. Ensure that project data is collected, analyzed and reported on in a timely and accurate manner, and that reports are provided to project stakeholders in pre-agreed intervals.

  4. Provide technical support to project staff and partners in monitoring and evaluation, including training on monitoring and evaluation tools and processes.

  5. Work closely with the project team and partners to ensure that project activities are monitored and evaluated effectively, and that lessons learned are incorporated into project implementation.

  6. Conduct regular field visits including unannounced monitoring visits to monitor project implementation, identify challenges, and make recommendations for improvement.

  7. Support the project team in reporting to project stakeholders, including IPPF, government and other partners as required.

  8. Support the project team in the development of project work plans, budgets and progress reports.

  9. Ensure compliance with the FPA Sri Lanka Monitoring and Evaluation Policy, Monitoring and Evaluation Standard Operational Procedure Manual, project’s monitoring and evaluation plan and donor reporting requirements.

  10. Any other duties and responsibilities related to the project assigned by the supervisor.

Person Specifications:

  • A Bachelor’s degree in Statistics, Behavioral Sciences, Public Health, or a related field.

  • A formal educational qualification in Monitoring and Evaluation is preferred.

  • At least five years of experience in monitoring and evaluation of health or development projects.

  • Strong knowledge of monitoring and evaluation methodologies, including data collection, analysis, and reporting.

  • Experience in designing and implementing monitoring and evaluation frameworks, including the development of indicators and data collection tools.

  • Strong analytical and data management skills, with the ability to interpret and analyze complex datasets.

  • Excellent communication and interpersonal skills, with the ability to work effectively in a team and engage with project stakeholders.

  • Fluency in English and at least one local language (Sinhala or Tamil).

  • Willingness to travel outside the duty station for up to 40% of working days.

  • Proficiency in Microsoft Office applications (Excel, Word, PowerPoint) and statistical software such as SPSS, STATA, SAS, or Minitab.

Remuneration : Monthly Salary + EPF + ETP + Telephone Allowance Negotiable based on qualifications and experience.   
Contract Terms : One year with possible extensions   
Work Station : Based in Colombo with frequent travelling to the project sites
